My current expectation
I believe this will be a multi-phase initiative,
Phase 1 -
We develop the spec from a test suite perspective, making it easy for developers to provide their proposals in json and iterate quickly upon changes.
Phase 2 (likely concurrent with phase 1) -
Work with the community to develop compatibility across different implementations and build benchmarks and compatibility tables.
Phase 3 -
Once we've decided upon the minimum test suite, we should take the test specification and go through the process of formalizing the JSON Logic spec.
Right now, I believe this would come in the form of an RFC
