Fetch Defect ID when QA test fails

It would be best to have Defect ID's attached to the Cucumber Report when we run regression test. Since we have the way to to get more than One defect on Cucumber Report (assertCollector), would be easy to report Existing defect IDs as well.

In my opinion, the Rally DE should have the defect description starts with what we report in "verifyThat" or "assertThat" and that way we can fetch the defect ID based on what project we are running. Once, we have the way to read Cucumber Scenario Name at run time (right now cucumber does not have ability to provide the scenario names at run time), we can be perfect. We would also know if closed bugs finds again in the report and so that we can reopen them. Any other suggestions are welcome.
