[Enhancement]: Web push notifications support

Description

@dansup Please implement Web push notifications for loops(website). Since you are now implementing push notifications for mobile, requesting you to do it now so that the API remains the same for both web and mobile and also there is no double work for you.

Use-case

Getting notifications on desktop and also for those mobile users who like to use loops from website and not app.

@shleeable Why was this closed? As far as I can see only mobile push notifications is being added. Let this issue remain open till loops gets Web push notifications support.
