Enable MS Store deployment in workflows

After first successful manual submission, following actions must take place:

* [ ] GuacamoleClient\WinAppPackagingMsixGuacamoleClientWinForms> msstore init 
* [ ] PublishRelease.yml: ENABLE_MSSTORE_PUBLISH: true
* [ ] Check successful publishing
