New upcoming license option "UsePhishingBlocker"

Looks like there's a new feature coming up to organization licenses - discovered this right now:

Looks like it's being added to parts of the licensing code, but not all. So not sure if it needs to be enabled via license, or is just a toggle for a free feature in the organization.

Added it to the lite code, if it's in the license file it will probably disallow the setting for the end users (and it looks like it might be somewhat usefull, though personaly I'd prefer a good DNS blocker anyway).
