a subservice is an additional label within a service
username/service/subservice
a subservice is data that exists within a service that has more restrictive privacy rules.
the privacy rules of a subservices are always more restrictive than the service itself.
they cannot be less restrictive.
web10 developers can automatically set subservice rules without user permission
this is unlike how they must ask for user permission for services.

implementation details :
subservice records are added within a service the following way :
the subservice named "subservices" is reserved to hold all subservice rules for a given service.

1. by default in CRUD ops, the "default" subservice is used.
2. otherwise, users will be able to specify a subservice in the wapi.CRUD commands
3. subservices by default will have the same rules as "default", but can be changed by modifying the "subservices" service
4. only the owner of a service can modify subservices [add safety for this]
   potentially cache the subservice rules for speedup! you don't want to have to reload subservice rules from mongo on every query...
