Hi, I believe what you are seeing is actually a bug in windows 10, see https://www.reddit.com/r/Windows10/comments/9l284o/task_manager_is_not_showing_correct_cpu_usage/

You can see that it matches up with the details tab in task manager and also in Resource Monitor.
