Add file to act as a standard matpltlib color template

Expectations:

• Should have a black and white specific color palette with 5 colors
• A separate color palette for when color is known to be allowed with 12 colors
• Should have other versions of the same trend line (.-.-.-, - - - - , etc.) added in
