[Feature] Tauri integration

Tauri is a tool that can be used to distribute web applications as executables. The codebase has been onboarded to build tauri artifacts, but a pipeline to distribute the artifacts needs to be constructed. The following actions must be completed to finalize onboarding:

• When running on localhost, add a "copy dashboard" button that copies the url
• When running on localhost, add an input box to paste in a dashboard link and have it apply to the current dash
• Onboard this github action so builds will distribute new executables for mac, windows, and linux.
• May need to also register on AUR and create a repo for distribution to Linux.
