Maintenance chores: unified JS CI and NPM #3
Description
This is not urgent, but there are some chores left to make maintenance easier, i tickled some boxes already:
- add stewards as maintainers of this repo
- improve NPM bus factor: add https://www.npmjs.com/~lidel and https://www.npmjs.com/~npm-service-account-ipfs as one of maintainers of https://www.npmjs.com/package/spec-generator (@darobin needs to do this)
- set up unified JS CI
- add write access for web3-bot
- add this repo to https://github.com/protocol/.github/blob/master/configs/js.json
- merge PR created by web3-bot
