How to cite an academic paper in a spec #23
Description
I would like to cite an academic paper in a spec.
I didn't find the paper at https://www.specref.org/.
From the Spec for Specs, I understand that it isn't possible yet to reference documents that aren't either 1) at specref.org, or 2) defined in another IPFS Spec. Is that correct?
What is the recommended way to proceed?
