Use local files for references within the website #18
Description
When generating the website, we should correctly generate the references within our domain (website). Right now, when a user creates a new IPIP or spec that references something that is in that same PR, they will receive an error and the reference will not be properly displayed.
The suggestion is to always use the local references to generate... local references without having to depend on what's already published.
