Reuse common code from mysqlbackup in other backup apps

[ip1981]

mysqlbackup was the first backup application. Is supports GPG encryption, uploading to S3, rotating local files based on count and free storage.

This should be reused in other backup applications like file backup, PostgreSQL backup, etc.
