Comparing two clips

I have two separate anime videos.
One from a lower resolution source with english audio
A second from a high quality dvd rip with japanese audio only.
The two have slightly different edits.

I would love to use the lower resolution clip as and have this software overlay the higher quality frame from the dvd source to be exported.

Is that something this plugin could do?

Input clips should be synced to each other before passing to the plugin.
