Time zone defined but not used for charts

The pho and configuration knows and properly uses time zone for the “last updated” time, but all highcharts graphs appear to display in local time. 

Example: currently in GMT my 4:30pm datapoints are shown as 11:30pm. That IS the right time, globally speaking, but it’s not what you really want to see.
