Add a "ping" mode for "review again" where re-assignment occurs after a number of retries

sometimes reviewers just forget they were assigned, but if they see the PR come up again as part of a "review ... again" request, they'll review it anyway. it'd be useful to notify them for a second/third time before reassigning the PR.
