CAR and IHR must currently match length of infection days, not data #45
Description
Dimensionality error when CAR and IHR are shorter than the length of infection days. Mostly a problem when one or both of these are time-varying and we don't want to extend the first/last estimate to the extra days (i.e. maybe we don't have survey data for the full length of infection days, only for the length of the case data)
