LDAP settings need to be exposed 

The default LDAP settings in Figaro and Tosca reference ldap.test.com

We should be able to specify our instance or institution-specific LDAP settings, so LDAP will work after the cluster is configured.

Currently, we've had to hand-edit the templates and even hand-edit the settings files for Figaro and Tosca.
