Unencoded Digest last call feedback wrt security considerations and encrypted encodings

We've received two reviews, from genart[1] and secdir [2], that suggest we can strengthen some of the language in https://httpwg.org/http-extensions/draft-ietf-httpbis-unencoded-digest.html#section-7-3 wrt encryptes content codings and unencoded digest..

The secdir conversation has provided some actionable suggestions, a PR will follow up sometime soon.
