I created a new 3.0 package as the original one no longer works

I packaged a fork of version 3.0 (https://github.com/nondeterministic/RosHTTP) and created a new 3.0 Maven package, so that people can still use and/or link to this wonderful library:

libraryDependencies += "com.github.nondeterministic" %%% "roshttp" % "3.0.0"

I'm not intending to maintain RosHTTP in the future. This is merely a small contribution in order to keep this nice piece of software somewhat useful, and in the hope that someone will take it over, eventually. (See issue 94 for details.)
