Charts[Root Container]: Enable backup uploader once correct image is available

We disabled backup-uploader as it is buggy: #746
We shall need to re-enable it once correct image is available.

We should create a new backup-uploader that uses https://restic.net/ or https://autorestic.vercel.app/

Instead of creating our own container, we should use existing ones like this: https://github.com/robinostlund/docker-rclone-sync
