(Cosmetic) Keep scrolling if the user is holding the mouse down outside a scroll pane

I'm not sure why this doesn't happen without doing anything, but if you drag to outside the pane and then stop moving the mouse, the scrolling stops. If you do the same thing on a JTable, it keeps scrolling.

This is either fixed or only an issue on Windows, because Java 7u45 on Mac OS X works fine.

Verified that the issue exists only on Windows. Could either be a look and feel bug, or just the way people expect dragging the mouse to work on Windows.
