Hiking relations with boundaries as members are not flagged

Hi, can happen that, if a highway and a boundary are overlapped, people adds the boundary as member instead of the highway by mistake. I would expect this to be flagged with route=hiking relations at least.

I just fixed a relation that was ok according to relation-analyzer: https://www.openstreetmap.org/changeset/163485090
the problem was present since june 2023
