Can't specify miner fee

With the current state of miners fee, I think it is necessary to allow users to set a custom fee for any operation, not just the initial transaction. I think replace-by-fee is specifically important.

A custom fee for sweeping a wallet and redepositing would also be nice. With replace-by-fee enabled, there should be not problem even if the user chooses a lower fee as a first try.
