Anchor element children click target area

When adding an anchor element inside a paper-button, the entire area of the button should allow for clicking through to the link. Due to padding on .button-content within paper-button's shadow DOM, this is not the case. You can see this issue on the paper-button demo page.

Just like it feels funky to do this:

It should feel equally funky with Paper elements. I think there is a better way to make anchor content look like a button. It could be an extension to the native HTMLAnchorElement so it would get default functionality for free:
