Ruby/NodeJS -- set up cloud-related template

We've decided that Ruby and NodeJS clients for cloud APIs will come to a part of gcloud project, where some files (hand-written code) might already exist, and some template data might not fit into the gcloud packages.

To automate the API publishing more, packman should set up a new template for cloud-related template, and/or another way to inject some data for customizing templates. For example, we might want to add just new dependencies to the package description file, instead of generating a new file.

Some tasks in my mind are:

• package dependency merging features (for node, npm install --save will update the package.json file)
• stops generating a new file if it already exists
