Retire C-binding

It seems no current projects still use C-binding capability. Please let me know if I am wrong. I seems most projects use either local gnparser install or remote service at https://parser.globalnames.org. To simplify maintenance I am thinking to retire this functionality.

I suppose https://github.com/gnames/gnparser?tab=readme-ov-file#ruby-gem is actually using pipes now, however perhaps we might revisit and figure out why it was causing random freezes in taxonworks.

@dimus we currently use the C-binding in our nodejs wrapper but will migrate it to using the binary in streaming mode...

@dimus package now updated to use the golang binary with no C-binding dependency, so all good from our side

@tobymarsden, @LocoDelAssembly let me keep C-binding for another month. If you will see a good reason to spare it, let me know. There is a some loss in speed, but probably pipe approach is 'good enough' for most cases.
