Convert some plays into Ansible galaxy projects for better reuse

At some point in time we would need to convert some plays in roles into Ansible Galaxy based imports (i.e exporting it there first). As a lot of these can be reused across projects.

This is for some point in the future, and not immediately.

Just a note from my experience with Ansible Galaxy. It only supports one role per Github repo. I've tried before to add a few roles that I've written get added Galaxy, and failed because the repo had multiple roles in it.
