Geopod does not seem to run the setup wizard on first time

Description

Normally a SolidUI app will run the setup wizard if the app folder does not exist. Geopod does not seem to get the standard structure set up (automatic from the solidui tools)

This is the usual setup wizard

It is displayed on every startup and yet the structures are not created properly on the user's pod.

Replicate

1. Create a new Solid account or else delete the user's app data folder on the server
2. Startup the app
3. Tap LOGIN
4. We go straight into the map (no setup wizard)
5. Noted on server that a data folder is create but not the requisite infrastructure folders

Expected

When the app's folder does not exist on the server then the setup wizard should be run to initialise it. This is the standard solidui workflow
