Lower 3.x's minimum officially supported self-hosted version #3044
Description
We decided that we should lower the minimum supported self-hosted version to the lowest version we actually support, in practice, for all commands.
This version is probably 24.11.1, as we fixed a bug preventing ProGuard mappings from being chunk uploaded in that release. We should double check compatibility against that version before we officially declare support.
