[FEAT] Ease Policies creation - CEL language support

Is your feature request related to a problem? Please describe.

For now, the plumber CLI has a fixed/hardcoded rules. They can be customized, but I did not found a proper way to add new ones without fork, code and submit a PR.

Describe the solution you'd like

It would be nice to have some "policy-as-code", that plumber can interpret and add to its checks and reports. Then it could ease #38 management.

I suggest creating CEL policies / engine, used also in kubernetes and kyverno.

Describe alternatives you've considered

CEL language is one choice, there is also REGO but more complicated IMHO.

This is definitely something we will take a look at down the roadmap.

Do you have any specific ideas for controls that you would like to implement once CEL-support is present and that aren't proposed in Plumber right now?
