Prove Arguments Like `-I` Are Not Passed to the Executor

Running test-tracker prove -I lib --lsf foo.t will not pass -I lib when running the test.

We could make an executor factory that could take those arguments and generate the appropriate executor

At some point we probably need to refactor this thing into a Prove plugin. I'm wondering if that will also fix this issue. I'm wary of processing Prove's arguments but that may just be necessary.
