Unexpected PHRASE tag in rela_1 test

rela_1.ged has:

2 RELA neighbor

converted to

2 ROLE NGHBR
3 PHRASE neighbor

However, this is at odds with https://gedcom.io/migrate/#rela which does not say to put a PHRASE under it. Just:

If the 5.5.1 RELA value maps to one of the 7.0 ROLE enumerations, use the ROLE enumeration.

And the example on that page has no PHRASE substructure.
Hence the PHRASE tag should not be present in 7/rela_1.ged
