Make `selection_device_manager` Optional

While it is pretty much implemented by every compositor, I intentionally disable it in niri (this option also exists in sway) because I don't use it and a lot of clients tend to trigger it too eagerly which conflicts with other actions bound to middle click (mainly chromium and electron applications). This currently makes wraith error with NoSelectionDeviceManager on launch.
