Being able to exit in case of operator data withholding

1. You send a transaction to operator
2. Operator doesn't give you the merkle-proof
3. You try to exit with your previous transaction
4. Operator challenges you
5. Now you have the data needed to exit with your latest transaction

You will lose an exit bond here. Is this acceptable?

For the 5th step, we should have some facility in our contract (A view function maybe) to provide the information of the latest challenge of some coin.
