Archive Fermitools-Conda repository

Consolidate pipeline configuration information in the ScienceTools repository. Fermitools-Conda existed to house the conda recipe information for the tools, however, we don't really need this to be a separate repository anymore and moving this into ScienceTools will reduce the number of places we need to maintain and update with tool releases.

Tasks:

• Copy over relevant info from the repo wiki to the ScienceTools wiki
• Audit remaining issues and either close them out or move them to ScienceTools
• Download copy of repository as backup
• Mark repository as Archived in Github
• Document closeout/information still remaining in the archived repository for information continuity
