Isolate `netlify.toml` files to workspaces

After #483 we have a working Storybook build once again! However, the Netlify deployment at https://storybook.farmos.app is currently displaying the Field Kit app itself. Pretty sure this is because the Field Kit netlify.toml is still at the root of the project. Mostly just need to move that file and reconfigure it from the Netlify dashboard. Pretty easy fix, but I want to be careful not to bust anything when I do it. I'm trying to wrap up the Observations module so may just punt til then. We won't have an official release before then anyways, but I'll make sure we get the "official" storybook back up and running for alpha.9.
