Add a configuration for Mars

Following the UM setup as in McCulloch+ (2023), add a configuration for the present-day Mars.

Checklist:

• Orographic ancillaries
• Input dump from a UM simulation?
• Prognostic dust based on GLOMAP
• Check PMSL calculation (in particular, the upperheight constant)
