Failing builds due to missing piuparts package in Ubuntu LTS runners #31

Our builds are failing due to an upstream dependency issue with piuparts in Ubuntu LTS GitHub Action runners. While piuparts should be available in standard Ubuntu LTS repositories, the package is currently inaccessible in the runner environment.
This appears to be either:
- An Ubuntu LTS repository configuration issue
- A GitHub Actions runner environment problem
Impact:
- Affects Ubuntu-based builds only
- Build failures are not caused by our codebase
No action needed from our side as this is an upstream infrastructure issue. Tracking here for visibility.
