Xcode 11 beta can't install Swift package

I wanted to use Embassy in an experimental project, using Xcode 11 beta's package management.

It doesn't seem to be able to add Embassy because it "doesn't have a target".

I'm not familiar with SPM at all yet, so I'm not sure where that's coming from, but I wanted to report it.
