Height is forced larger than default #405

What Happened?
Something in this pane forces the window height larger than its default
Steps to Reproduce
- Set system settings to default height
- Open network settings
- See the window is resized. Verify in dconf
Expected Behavior
Views shouldn't force the window larger than defaults
