Port Monitor to GTK4 #418

This PR is outdated, but might be useful: #362
Last time the blockers were: libwnck and Wingpanel being still GTK3.
Wingpanel is only blocker for the Monitor's Indicator. Can be released without it until Wingpanel is ported to GTK4. But I consider the indicator one of the essential features of Monitor.
