Deployment state is not handled correctly when reconcile encountered error in intermediate state

In solution-manager reconcile, deployment state is updated when all steps are complete, but not updated when error out in intermediate steps.

We need to fix this issue since we didn't record the in-progress deployment state. This will cause issue in next 3 way merge.
One possible solution is to save the in-progress deploymentstate.
