Pass Ruby Version as Parameter

Currently, Ruby version is hard code which should be configured.

We could use latest Ruby as default option.

Added an initial implementation for this function, need to be improved.

BTW, we ONLY support ruby-x.x.x rubies now.
Do we have any plan to support jruby, ree, rbx, macruby, etc?
