Well, these new Accessibility properties are now officially part of the IPTC Photo Metadata specification, and it has already been incorpated into the latest release of ExifTool, but it will likely be a while before you see it in your favorite image management tool. ;-)

We will be discussing what needs to happen in order to encourage developers to adopt these new Accessibility fields. One step you (and others) could do is to to contact the developers of the programs you use to a) make them aware of these new additions, and b) let them know how you plan to use them. Many application developers have what they call "Feature Request" forms or pages, while others have user forums. Both are good places to raise awareness and let your voice be heard.

Ditto for anyone else on this list. I just started this last week and there are many I'm still trying to track down.
