Add Weapon Move Logic To Guarantee A Basic Attack

Sometimes you get a weapon that has zero attacks, only status buffs/debuffs. Might be nice to guarantee at least one attack move.

Unfortunately this is a side effect of randomization, this one might require a different hooking method and logic. Which may lead to new bugs ¯\_(ツ)_/¯ ain't got time for that

It should just be another validity check, right? In RandomizeDItemEffects.cs, nest it within the if on line 97 (the one that checks for validity already).

Pseudocode since I don't know what the move struct looks like, but I imagine it has a target and whether or not it is a damage dealing move. If it doesn't pass that check for the first move of any given weapon, then go through the while again until it finds a damage dealing move that targets foes.
