Upgrade qpdf version

We are currently supporting qpdf v10 and v11, but the new stable release qpdf v12 is out since March 2025.

Upgrades needed

• Compiled pypi package
  • qpdf is linked statically in the compiled wheel
• Distribution with system packages (e.g. RHEL)
  • RHEL 9 has qpdf v10
  • RHEL 10 has qpdf v11

Open questions

1. Can we support only v12 or we need to continue supporting old versions? (preference is to switch all to v12)

If you stop support qpdf v10 and v11, then downstream would no longer be able to build docling-parse with standard system packages on RHEL 9 and 10.

For RH AI, we can work around the problem. Our team can build and provide additional RPMs for the RHAI / RHOAI / RHAIIS stacks. I think we could create a qpdf12 package with qpdf12-libs and qpdf12-devel subpackages. This would allow us to install qpdf-libs and qpdf12-libs side by side. qpdf v10, v11, and v12 have different SO versions (v10 as 28, v11 has 29, v12 has 30).
