Migrate issues from GitLab to GitHub

When developing the package I used GitLab, but now I'd like to switch to GitHub being the primary source of the code (the DESCRIPTION file now points to GitHub rather than GitLab). This GitHub repository is mirrored from the GitLab repository. I have a number of issues in the GitLab repository, and it'd be nice if I could import them to GitHub.
