Muffler Upgrades are not supressing Particle Effects with the Breaker Module

How to reproduce the bug

1. Place Router
2. Insert Breaker Module and configure direction
3. Place blocks in front - gets particles
4. Insert 2x Muffler Upgrades
5. Place blocks in front - still get particles

Expected behavior

The Muffler upgrades state that 2x should remove particle effects.
