Some settings not persistent (Toolbar buttons & folder views)

Describe the bug
The toolbar button configuration as well as the views for different directories are not saved.

To Reproduce
Steps to reproduce the behavior on toolbar buttons configuration:

1. Right click the toolbar next to the "Manage Bookmarks" button
2. "Customize..."
3. Make a modification
4. Close and reopen Explorer++
5. Toolbar buttons are reset to its default configuration

Steps to reproduce the behavior on views:

1. Open a specific folder
2. Modify the columns (add or remove a column, or resize a column)
3. Close and reopen Explorer++
4. Reopen the specific folder from step 1
5. It's the default view for the types of columns, their order and their width

I have tried to enable portable mode and retried those steps, but the behavior did not change.

Expected behavior
That the configuration for the toolbar buttons stays after reopening the application and that the per directory view gets saved.
